Chad: construction of a national development plan for the meat sector

APEXAGRI team is proud to have contributed to the creation of a development plan for the meat and livestock sectors in Chad. This project was carried out by our experts alongside, among others, ARISE and the Ministry of Livestock.

This plan reaches an overall investment in the sector of 550 billion CFA francs (i.e. 920 million US dollars). 220 billion CFA francs (US$380 million) will be directrly allocated to the construction of 7 Special Industrial Zones. These zones will be reserved to the cattle, sheep, goat and camel sectors. The goal is to increase production capacity and exports.

The meat sector is essential for Chad

This project aims at giving the keys to the different actors in the value chain in order to develop and modernise the meat sector whose economic importance is vital to Chad.

The main objectives of this plan are:

  • Developing high value-added opportunities for Chadian livestock;
  • Creating jobs in rural areas, particularly among young people and women;
  • Contributing to the development of the country’s agricultural economy;
  • Attracting investors to develop multi-sectoral industrial activities, particularly the production and processing of meat and its by-products.

Collaboration with all the actors on the territory

In order to build this national development plan for the meat and livestock sectors, Apexagri’s experts met with key players in the sector throughout the country, from N’Djamena to Abeche, Moundou, Sarh, Ati and Bongor.

The experts were able to discuss with all stakeholders: breeders, butchers, traders, transporters, exporters, veterinary services, public institutions (DSV, IRED, ministerial teams) and private institutions (Chad Chamber of Commerce, World Bank, AFD, etc.).

Among these actors, livestock farmers have a key role. Indeed, they are the first to be concerned by the question of modernising and developing infrastructure. The construction of a plan of this scale requires direct exchanges with them. Indeed, it helps to better understand their difficulties, their needs and their expectations with regard to a large-scale project. For this reason, a presentation of the plan was specifically organised for livestock farmers and their representatives.

A meat sector’s development plan presented to the President

The national development plan was presented to the stakeholders in the sector as well as the inter-ministerial committee and Chadian public institutions, alongside the President of the Republic of Chad.

The plan is based on an integral approach to the livestock-meat sector at the national level. This approach aims at creating 45,000 direct and indirect jobs. An annual income of 1,700 billion CFA francs ($2.9 billion) is expected, in particular thanks to the 7 Special Industrial Zones.

These authorities validated the study and encouraged all the parties to move forward as quickly as possible with the signature of a public-private partnership agreement. The ambition is to start the implementation phase in the first half of 2022.
